Pet Owners Await State Vote on Fixing Dogs and Cats

California pet owners will learn on Wednesday if their dog or cat will be required to be fixed. The Healthy Pets Act will go to a vote in Sacramento. The act requires pet owners to spay or neuter their dogs and cats or face a $500 fine. Supporters of the proposal say the aim is to reduce the number of unclaimed cats and dogs put to death each year. That number right now stands at almost half a million. Here in the desert, most of the pet owners we spoke to say spaying and neutering your pet is very responsible but it shouldnt be punishable under law. They also say the act interferes with pet owners rights. “Im mixed about the situation because I think people should get their dogs spayed and neutered when necessary,” says a dog owner. “But I dont want anyone dictating that I have to do it.” Another dog owner says the punishment is not fair. Other pet owners say theyve seen strays and plenty of unwanted animals around the valley. “Its a responsible law and they should have a leash law too because too many dogs do run loose.” There are some pet owners thatd be exempt from the law including breeders and guide dogs. Their owners must apply for an exemption and pay a fee, though, or also face a fine of $500. If the bill passes, it would forbid any dog or cat owner from having a pet over six months old that hasnt been spayed or neutered The $500 fine for not complying can be waived if you fixed your pet within a certain amount of time.
